Step 1:

open settings in your phone  and go to accounts in personal section.In accounts you will see an add account option click add account.

Step 2:

After choosing add account you will see a list of account you can add.In this list click on google after this you will be asked to enter your lock screen password enter your password and select create a new account.

Step 3:

After this enter your information i.e. first name,last name ,DOB. When you are asked to enter your phone no skip that step.

Step 4:

At the last you will be asked to set up payment info.Tick no thanks and continue.

You have successfully created gmail account without phone verification.
